Tenant selection guidelines

The appropriate process of selection of tenants to an SEZ is critical to ensure the best fit in terms of activity undertaken and potential growth of operations. Tenants to an SEZ can either be an existing industrial player in the country (or globally) or a new entrant. Examining the track record of an existing player is a key activity that needs to be undertaken while permitting them to become a participant in the SEZ. In case of new entrants, a detailed analysis of their business plan and an understanding of the value addition the tenant would be bringing to the SEZ must be evaluated (viz. investments, technology, employment, potential for downstream activities, etc.).

The guidelines to be examined while selecting a tenant to operate within an SEZ is as follows:

• Value of output– the output that the tenant can generate is reflective of the domestic market capabilities and core competencies. The aim of the SEZ is to achieve higher output and production and so a detailed examination of this guideline must be carried out prior to allotment
• Value of exports – this is an indicator of the demand that the product has in foreign markets and is reflective of export generation capabilities. Keeping in perspective that promotion of exports is one of the primary aims of an SEZ, the export orientation of the products manufactured by a prospective tenant needs to be analyzed
